Abstract

This paper analyzes the impact of the Science, Technology and Innovation Legal Framework (Law No. 13,243/2016) on strengthening the integration between universities, companies, and government in Brazil. The research addresses the history of public policies in STI, the role of innovation ecosystems, intellectual property management, and regulatory challenges faced. Based on recent data and national and international literature, the study discusses achievements, existing barriers, and proposes recommendations for normative and institutional improvements. The results indicate that, although the Legal Framework has promoted significant advances, greater coordination among innovation system agents is necessary to boost sustainable technological development in the country.
