Abstract

This paper explores the evolution of public policies related to the Marco Civil da Internet in Brazil, analyzing its advancements, challenges, and impacts on digital regulation from the perspective of network neutrality. Enacted in 2014, the Marco Civil da Internet is pioneering legislation that establishes principles, guarantees, rights, and duties for the use of the internet in Brazil. The analysis is divided into three topics: the development and approval of the Marco Civil, the main advancements and achievements, and the ongoing challenges in its implementation. The study highlights the importance of effective public policies to ensure a free, open, inclusive, and sufficiently neutral internet to foster a fair and democratic digital environment.
