This article aims to understand the importance of state intervention for the realization of workers’ rights as human beings, as well as for the promotion of locally sustainable development, based on the valorization of the place and small enterprises. To this end, it will study about the rise and consolidation of neoliberal capitalism, the crisis of States, globalization and transnationalization, as well as the emergence of the promotion of local development and the reaffirmation / remodeling of workers' rights. As a result, a broader conception of development is needed, encompassing the place, and working relationships that go beyond the classic duality that hold the means of production and the proletariat, as well as the deepening of the study of such a broad scope. theme.
