PLANO DIRETOR PARTICIPATIVO DE IRAUÇUBA (CEARÁ)

ESTUDO ANALÍTICO SOBRE A IMPLEMENTAÇÃO DAS DIRETRIZES URBANÍSTICAS (art. 9º da Lei Municipal nº 563 de 2007)

RESUMO

Após dez anos de ter feito parte, enquanto bolsista, das análises técnicas feitas pela equipe que compunha o Plano Diretor Participativo de Irauçuba (CE) decidi retornar ao município e realizar uma ESTUDO ANALÍTICO SOBRE A IMPLEMENTAÇÃO DAS DIRETRIZES URBANÍSTICAS descritas no art. 9º da Lei Municipal 563/2007. Será que essas diretrizes urbanísticas foram implementadas? Quais das diretrizes foram implementadas? De forma parcial ou total? O presente estudo desenvolve-se, então, em três seções teóricas além de três partes que compõem o pesquisar científico, encontram-se descritas suscintamente: a política pública urbana - contexto Brasil, o município de Irauçuba (CE) e as Diretrizes Urbanísticas no Plano Diretor Participativo de Irauçuba (CE). A metodologia utilizada foi tipo descritiva, classificada como levantamento documental. A análise foi entre a realidade atual com a que foi proposta pelos estudos de 2006 do Plano Diretor concretizando-se oficialmente em 2007 com o advento da Lei Municipal. Foram realizadas visitas in loco no município durante o mês de julho de 2016 e pôde se aferir por meio de documentos e órgãos oficiais da Prefeitura Municipal, assim como observações anotadas das áreas descritas em Lei. A apresentação e discussão dos resultados tratará da importância de ser avaliar o que foi proposto pela população e sua implementação quase dez anos depois, a visita ao município de Irauçuba permitiu que pudéssemos perceber que Diretrizes Urbanísticas foram implementadas pela Gestão Municipal, ou pela vontade da população e de entidades não governamentais. Concluiu-se que Irauçuba tem o vasto caminho a percorrer, pelo menos nas questões urbanísticas, quem sabe a partir de 2017 com um novo olha sobre o Plano Diretor Participativo de 2006 surjam novas ideias e parâmetros mais atualizados com a finalidade primordial de garantir um ambiente social, ambiental e urbanístico de forma sustentável.

ABSTRACT

After ten years of being part while fellow, technical analyzes made by the team that composed the Participative Master Plan Irauçuba (Ceará) decided to return to the city and conduct a ANALYTICAL STUDY ON THE IMPLEMENTATION OF THE GUIDELINES urbanistic described in art. 9 of the Municipal Law 563/2007. Will these urban guidelines have been implemented? What guidelines have been implemented? Partially or completely? This study develops then in three theoretical sections and three parts that make up the scientific research are described succinctly: urban public policy - Brazil context, the municipality of Irauçuba (Ceará) and the Urbanistic Guidelines on Plan director Participatory Irauçuba (Ceará). The methodology used was descriptive, classified as documentary survey. The analysis of the current situation with that proposed by the studies of the 2006 Master Plan officially be materializing in 2007 with the advent of the Municipal Act. site visits were carried out in the city during the month of July 2016 and could be gauged through documents and official bodies of the City, as well as observations noted the areas described in the law. The presentation and discussion of the results will address the importance of being assess what has been proposed by the population and its implementation almost ten years later, the visit to the municipality of Irauçuba allowed could realize that Urbanistic Guidelines were implemented by the Municipal Management, or the will of the people and non-governmental entities. It was concluded that Irauçuba has the broad way to go, at least in urban issues, perhaps from 2017 with a new look on Participative Master Plan 2006 arise new ideas and most updated parameters with the primary purpose of ensuring an environment social, environmental and urban sustainably.
